Political espionage, ransomware paralysing hospitals, surveillance software targeting civil society organisations – cyber threats are omnipresent. Annegret Bendiek and Jakob Bund are talking about increasingly sophisticated threats and the challenges of effective responses to cyber attacks.

Dr. Annegret Bendiek is senior fellow at SWP. Her work focuses on the regulatory side of digital geopolitics, EU cyber diplomacy, security and defense policy.
Jakob Bund is an associate in SWP’s EU/europe research division. He works on the effects of cyber operations and state responses to cyber attacks.
Annegret Bendiek and Jakob Bund are part of a research consortium developing an interdisciplinary database for the study of cyber conflict - the European Repository of Cyber Incidents (EuRepoC). Bringing together researchers from Stiftung Wissenschaft und Politik, the University of Heidelberg, the University of Innsbruck and the Cyber Policy Institute, the project combines an operational, political, and legal understanding of cyber threats and how states respond to them. The project is funded by the German Foreign Office and the Danish Ministry of Foreign Affairs.
